Impacts of Tobacco Excise Increases on Cigarette Consumption and Government Revenues in Southeastern European Countries
This report titled, “Impacts of Tobacco Excise Increases on Cigarette Consumption and Government Revenues in Southeastern European Countries” was produced by a consortium of research institutes in the region, led by the Institute of Economic Sciences in Serbia. The report examines the impact of increases in cigarette prices among different income groups on tobacco consumption and government revenue. The report draws on research from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia. The report finds that overall, tobacco taxation is a pro-poor policy, and recommends large tax increases throughout the countries of the region.
