Updated Toolkit on Using Household Expenditure Surveys for Research in the Economics of Tobacco Control

This Updated Toolkit was written by Rijo John, Violeta Vulovic, Grieve Chelwa, and Frank Chaloupka. The updated toolkit provides guidance to researchers who aim to study the economics of tobacco control using household expenditure surveys (HES), especially in low- and middle-income countries. The authors provide background on HES and the techniques needed to utilize data from these surveys. They provide step-by-step instructions on using HES data to estimate own- and cross-price elasticities, the crowding-out effect of tobacco spending, and the impoverishing effect of tobacco use. The toolkit also includes case studies to further illustrate how readers can use data from HES to assess the economic impacts of tobacco use and tobacco tax policy options.
